This sentence worries me. It's been suggested that the 決まって may be a typo for 困って, but 困ってあがる and 困って上がる don't make sense to me. Any suggestions?

It's fine.
決まって - of a certainty / always

Similar sentences ...

イライラすると決まって思い出すこと
Things I always remember when I'm annoyed.

恋をすると決まって食欲がなくなる。
I always lose my appetite when I fall in love.

etc.

Ah, I was misled by the あがる. I see now it's sense #16 : "to get stage fright". Someone (can't imagine who) had indexed it to sense 4! 8-)}

Also it's indexed to 決まる; not 決まって....
