This weekend we'll have our 2nd Tatoeba Day. For those who are not aware, this is an event that we'll try to have on a regular basis (probably twice a month, perhaps more), and the goal of the event is to improve Tatoeba.

This is still a casual event, so you won't see any big announcement about it everywhere on Tatoeba. There will only be an announcement on the Wall. Just like last time.
Now, for the 2nd edition of the event, the rules will be a little bit different.
Each participant will be limited to 2 requests. An upvote (when you say "+1" to someone else's request) is considered as a request.
Therefore you will need to think more about what are your priorities.
Since we are still going to handle only "small" requests, you should still keep in mind whether or not it is a reasonable request for Tatoeba Day (i.e. does it seem simple enough to be implemented during Tatoeba Day, and not something that will take weeks to implement).
I will specify again all of this in the announcement of the start of the event. This is just a heads up for those who will be participating.

cool. I'm not sure whether this will solve the problem that people without computing skills (such as myself) might have trouble estimating how big an issue their suggestion is, but let's see how it works out.

Not being able to estimate accurately how long a task may take is not something you should worry too much about. Just follow your instinct.
There will be more Tatoeba days anyway, so if you happened to have requested something that takes too much time, for the next time, you can try to think how to split your issue into smaller issues, which is an exercise that requires a lot more problem solving skills than programming skills.
Also, I can tell you that even developers cannot always evaluate accurately how long something will take to implement. Sometimes you think it's easy, then when you start implementing it, you realize there are some cases that you haven't thought of, and then it becomes much less easy.

is it allowed to suggest changes on Tatoeba such as "display 'Contributions', 'Sentences owned' on the bar?

You are allowed to suggest anything that you believe is useful. There is no restriction in what type of changes you are allowed to suggest.

people could upvote or "downvote" those suggestions...

Is it possible to implement the "not directly translated into" while we browse sentences by tag?

Note that Tatoeba Day has not started yet. If this is something you want to request for Tatoeba Day, then you will need to wait until I post the announcement on the Wall, and you will have to make your request by replying to the announcement message.
