Why not "מְקַנֵּאת"? It is a pi'el verb, not hif'il, isn't it?

Both are accepted, and both are in use.
I used the form with which, I believe, Israelis are more familiar.
As for myself, I use this form of the verb rather than the one you suggested.

It's really interesting (I read Hasafa Ha-Ivrit from time to time, but I haven't seen this particular item).
