This is apparently a (concise) literal translation of the Japanese proverb 紺屋の白袴。
Maybe it's an English proverb, too, but I've never heard it before.
The implication is that the person who dyes clothes is too busy to dye his own clothes.
(Professionals are often too busy helping others that they never help themselves.)
Useful annotation. As "紺屋の白袴" is being used as an example sentence for 紺屋, I proposed a more literal translation.
